Yes, even after countless balance changes, Darth Vader is still the king of Damage Over Time. Basically, the DoT chatter can more or less start and end with Darth Vader.
His whole kit is an onslaught of attacks, and his Leader ability can keep the punishment going by forcing enemies to regain DoTs the moment they expire.
Since his early days, when he was soloing the OG Rancor raid, he has been buffed further through his new ability, Merciless Massacre.
When the ability is used correctly, Darth Vader can spread an insane amount of DoT to the entire enemy team before they can even take a turn.

2. Lord Vader

Lord Vader is the Galactic Legend iteration of the iconic character. While his SWGOH kit isn’t designed to oppress enemies with previously-inflicted and sustained DoT like Darth Vader, Lord Vader passively inflicts DoT to all enemies every time he takes a turn.
He also has a special AoE ability, Unshackled Emotions, which inflicts 4 DoT effects to all enemies – and they can’t be Resisted.

3. Old Republic faction
The Old Republic faction is a DoT machine in SWGOH.
Carth Onasi (L), Mission Vao, Zaalbar, Canderous Ordo are the core of any Old Republic squad with the fifth spot as a filler (Juhani or T3-M4).
A flurry of attacks out of turn, coupled with passive Health and Protection regeneration from inflicted DoT effects can cover many feats in Galactic Conquest, even if Victory isn’t an option.
