Fortunately, I am not here to share a list of characters who can’t see in Star Wars: Galaxy of Heroes. Instead, I will list all the characters that inflict Blind, as well as the best ones to use for that purpose.
This is extremely useful for missions that require you to attempt to Blind enemies a specific number of times, as part of various sets of missions.

To make it easier to follow, I will first list all the characters that have this ability in a way or another, in alphabetical order:

Best Characters to Inflict Blind in Star Wars: Galaxy of Heroes
I will list them below, the main focus being those that can try to inflict blind with no prior conditions (or easy to meet ones) and ideally multiple times easily or to multiple characters.
IG-12 & Grogu: Their “No. No. No.” ability Blinds all enemies and cannot be evaded, guaranteeing up to 5 Blinds toward your quest per use.
Quiggold: His AoE ability “Buccaneer” also tries to inflict Blind on all enemies.
Saw Gerrera: His “RPS-6 Rocket Launcher Blast” is a solid Area of Effect attack that Blinds the entire enemy squad for 2 turns.
Threepio & Chewie: They feature another AoE ability (“Shining Distraction”) that Blinds all enemies.
Vel Sartha: Her “Disrupting Barrage” is another straightforward AoE attack that Blinds all enemies, allowing you to rack up the count rapidly.
These are the best characters to inflict blind in the game, so use as many as you have in your squad, focusing on completing this request (which, as you probably know already, is not an easy one).
In the end, any of the characters from the full list I shared first are better than none, but will require a bit more grinding.
